Malaysians studying overseas can register as postal voters

The Election Commission (EC) chairman Tan Sri Abdul Aziz Yusof has confirmed that Malaysian students overseas need only to inform the (EC) that they are out of the country so that they can vote as postal voters.

The requirement for postal voters is minimum age of 21 and above and are studying overseas full-time. In order to eligible for registration, the student need to inform EC that they are going overseas. For students who turned 21 while overseas could also register as voters with the embassies in the respective countries they are in.

The embassies would send the ballot papers to the addresses provided by the students. The students could then return their postal votes to the embassies, who would subsequently submit them to the EC.

Besides students, under the Elections (Registration of Electors) Regulations 2002, those who could vote while residing abroad included members of the armed forces and public servants and their spouses.

Permohonan Kemasukan Ke Sekolah Berasrama Penuh 2012

Bahagian Pengurusan Sekolah Berasrama Penuh dan Sekolah Kecemerlangan, Kementerian Pelajaran Malaysia memaklumkan bahawa permohonan secara online kemasukan murid ke Sekolah Berasrama Penuh (SBP) bagi tahun 2012 akan dibuka pada 1 September sehingga 15 Oktober 2011.

Sementara menunggu permohonan untuk tahun 2012 dibuka dan sebagai panduan awal sila rujuk;

Permohonan Kemasukan Ke Sekolah Berasrama Penuh Tingkatan 1 Tahun 2011

Para pelajar Tahun 6 atau Darjah 6 sekolah kebangsaan yang akan menduduki UPSR 2010 dan berminat untuk memasuki Tingkatan 1 di Sekolah Berasrama Penuh (SBP) pada tahun 2011 adalah dipelawa untuk membuat permohonan sekarang. Ketika ini terdapat 53 buah SBP di seluruh negara yang menyediakan tempat untuk pelajar Tingkatan 1.

Aliran

Kementerian Pelajaran Malaysia menyediakan dua aliran Sekolah Berasrama Penuh iatu aliran sains dan aliran agama. Setiap aliran SBP ini menawarkan sedikit perbezaan pakej mata pelajaran. Ketika ini terdapat 39 buah SBP aliran Sains dan 14 buah SBP aliran Agama di seluruh negara.

Permohonan SBP Tingkatan 1 2011

  • Permohonan Kemasukan ke Sekolah Berasrama Penuh Tingkatan 1 2011 ini perlu dibuat dengan mengisi borang secara online di portal permohonan atas talian yang disediakan oleh Kementerian Pelajaran Malaysia.
  • Pemohon dikehendaki mencetak Borang Permohonan ini sebanyak dua salinan. Salinan pertama perlu dihantar kepada guru besar sekolah asal pemohon dan salinan kedua dihantar kepada pengetua sekolah berasrama penuh (SBP) yang dipilih.

Tarikh Tutup

  • Permohonan untuk ke Tingkatan 1 SBP 2011 akan ditutup pada 15 Oktober 2010 dilanjutkan sehingga 22 Oktober 2010.
  • Keputusan permohonan kemasukan ke Tingkatan 1 SBP 2011 ini dijangka akan diumumkan pada penghujung bulan Disember 2010.

Soalan Lazim Berkaitan Permohonan ke SBP

Berikut adalah soalan-soalan lazim mengenai permohonan ke SBP yang disediakan oleh Bahagian Pengurusan Sekolah Berasrama Penuh dan Sekolah Kecemerlangan, Kementerian Pelajaran Malaysia :

  1. Apakah kriteria pemilihan murid ke SBP?Pemilihan murid SBP adalah berasaskan kepada syarat dan kriteria yang ditetapkan oleh Kementerian Pelajaran Malaysia iaitu murid mestilah warganegara Malaysia, murid daripada Sekolah Kebangsaan sahaja, memperoleh keputusan 5A dalam Ujian Peperiksaan Sekolah Rendah (UPSR) dan aktif dalam kegiatan kokurikulum. Pemilihan juga berasaskan kepada pendapatan seisi keluarga dan diberikan keutamaan kepada murid luar bandar berbanding murid bandar dengan nisbah 70% : 30%.
  2. Bila keputusan pemilihan murid tingkatan satu ke SBP akan diumumkan?Keputusan ke SBP akan diumumkan dalam tempoh 45 hari bekerja selepas tarikh UPSR diumumkan dan keputusan akan dimaklumkan melalui laman web Kementerian Pelajaran Malaysia http://www.moe.gov.my.
  3. Bagaimana untuk membuat rayuan, sekiranya gagal atau tidak pernah memohon secara online?Rayuan boleh dibuat secara online melalui laman web Kementerian Pelajaran Malaysia http://www.moe.gov.my dalam e-rayuan. Sekiranya murid tidak memohon secara online sebelum ini, mereka juga perlu membuat rayuan secara online.
  4. Bagaimana sekiranya ibubapa/penjaga ingin menyerahkan surat/dokumen mengenai permohonan ke SBP?Surat/ dokumen boleh diserahkan ke Bahagian Pengurusan Sekolah Berasrama Penuh dan Sekolah Kluster dan surat/dokumen itu akan dicop terima. Seterusnya surat/dokumen tersebut diserahkan kepada pengarah untuk diminitkan kepada sektor yang berkenaan.
  5. Mengapa anak saya tidak dipanggil untuk proses temuduga di SBP?Pemilihan ke SBP melibatkan dua cara iaitu 20% murid akan dipilih oleh pengetua SBP  dan 80% murid  akan dipilih oleh Kementerian Pelajaran Malaysia. Walau bagaimanapun semua cara pemilihan masih tertakluk kepada syarat dan kriteria yang ditetapkan. Pemilihan oleh pengetua pula lebih kepada memilih murid yang mempunyai bakat dalam bidang tertentu yang sesuai dengan kebitaraan (niche area) sekolah tersebut. Sekiranya anak tuan tidak dipanggil untuk temuduga, murid tersebut masih berpeluang ke SBP berdasarkan pemilihan oleh Kementerian Pelajaran Malaysia iaitu sebanyak 80% tanpa temuduga.

Permohonan Kemasukan Ke Sekolah Berasrama Penuh Tingkatan 4 Tahun 2011

Para pelajar Tingkatan 3 yang akan menduduki PMR 2010 dan berminat untuk memasuki Tingkatan 4 2011 di Sekolah Berasrama Penuh (SBP) adalah dipelawa untuk membuat permohonan sekarang. Kementerian Pelajaran Malaysia menyediakan sebanyak 58 buah SBP di seluruh negara yang menyediakan tempat untuk pelajar Tingkatan 4.

Aliran SBP

Ketika ini ada sebanyak 58 buah SBP di seluruh negara dengan pelbagai kombinasi aliran iaitu aliran Sains Tulen, Sains Tulen Agama, Agama dan Sains Teknikal untuk pelajar Tingkatan 4. Setiap aliran SBP ini menawarkan sedikit perbezaan pakej mata pelajaran.

Kementerian Pelajaran menyediakan 55 buah SBP yang menawarkan aliran Sains Tulen, 15 buah SBP menawarkan aliran Sains Tulen Agama, 1 buah SBP menawarkan aliran Agama dan 27 buah SBP menawarkan  aliran Sains Teknikal di seluruh negara.

Permohonan SBP Tingkatan 4 2011

  • Permohonan Kemasukan ke Sekolah Berasrama Penuh Tingkatan 4 2011 ini perlu dibuat dengan mengisi borang secara online di portal permohonan atas talian yang disediakan oleh Kementerian Pelajaran Malaysia.
  • Borang Permohonan ini hendaklah dicetak dan mesti ditandatangani oleh pemohon dan dihantar kepada Pengetua sekolah asal untuk disahkan. Pihak sekolah akan menghantar borang yang telah disahkan kepada PPD atau JPN.

Tarikh Tutup

  • Permohonan untuk ke Tingkatan 4 SBP 2011 akan ditutup pada 15 Oktober 2010 dilanjutkan sehingga 22 Oktober 2010.
  • Keputusan permohonan kemasukan ke Tingkatan 4 SBP 2011 dijangka akan diumumkan pada pertengahan bulan Januari 2011.

Webometrics Ranking Web of World Universities

What a great news for three Malaysia's IPTA where they have made it to the top 500 out of 12,000 universities ranked in the Webometrics Ranking Web of World Universities. The list of universities in the tops 500 are as follows :

  • Universiti Teknologi Malaysia (419),
  • Universiti Sains Malaysia (428),
  • Universiti Kebangsaan Malaysia (462).

For record, this is the first time that Malaysian varsities have entered the top 500 since the ranking's inception in 2004. As usual, American universities dominate the Webo­metrics ranking, with the top five univer­­sities being the Massachusetts Institute of Techno­logy, Harvard University, Stanford Uni­versity, Cornell University, and the University of California, Berkeley.

The Webo­metrics ranking was produced by the Cybermetrics Lab, a research group which is part of the Consejo Superior de Investigaciones Científicas (CSIC) in Spain. It aims in encouraging universities to have a better web presence and researchers to publish more scientific content on the Internet. The main indicators used to analyse university web presence are the size or number of web pages recovered from search engines, visibility, number of rich files available and the number of citations found in Google Scholar.

The rankings are published every six months and around 20,000 higher education institutions worldwide were surveyed.

Gov’t To Place More Guards At Schools To Enhance Students’ Safety

The government will place at least two security guards at each of the nation’s elementary, middle and high schools gradually by 2014 as part of a plan to better protect students from violence, bullying and sex crimes at schools, the Prime Minister’s Office said Friday.

The plan was announced during a government policy coordination meeting presided over by Prime Minister Kim Hwang-sik, Yonhap news agency reported.

Visitors to elementary schools will also be required to fill out forms and submit their personal identification cards beginning in the second half of this year, the office said.

Currently, each school has only one paid civilian security guard or a volunteer guard.

To beef up schools’ safety, the government will place at least two civilian security guards at 1,600 schools in vulnerable areas by the first half of next year, the office said, adding that the number of schools will increase to 4,418 by 2014.

In addition, all police stations will devote at least one officer to school violence prevention, the government said.

Students will receive anti-violence and anti-bullying education at least once per semester, it said.

The plan also calls for increasing the number of elementary schools offering night-time care services to 7,000, with the hope of benefiting families with working mothers or low incomes.

In addition, schools will strengthen their counselling services for bullies and their victims.

  • Candidates in IPTS who refuse to serve the government must pay the government back  in full.
  • Results of applications will be released on the 23rd of September, 2011 at the JPA website.

Scholarship Criteria

General Requirements:

  • Must be Malaysian.
  • Must be below the age of 25 years as of the 1st of January, 2011.
  • Possess SPM qualification, especially a credit in BM and Ujian Lisan in SPM or any equivalent qualification.
  • Received offer letter at the above universities for first year diploma/degree:

    - First degree (for the Nov/Dec 2010/2011 session OR first semester 2011/2012 session) from any IPTA (except
    Universiti Pendidikan Sultan Idris – UPSI), UNITEN, MMU or UTP or currently in the second year of degree (and
    higher);

    - Diploma (for the Nov/Dec 2010/2011 session or first semester 2011/2012 session) at any IPTA (except UPSI).

Academic Requirements:
First-year students in Nov/Dec 2010/2011 session or the first-semester students 2011/2012 session

  • SPM 2010Scored A- in seven subjects including a credit in other subjects such as BM;
  • STPM 2010CGPA 3.50 (minimum grade of B for four subjects);
  • Sijil Tinggi Agama Malaysia (STAM) [including SPM qualification with credit in BM] – CGPA 3.50 (a minimum of 10 subjects with a minimum grade of Jayyid Jiddan);
  • Matriculation/ UIA/ IPTA Asasi/ Pre-University/ Foundation/ Alpha/ Diploma – CGPA 3.50
  • A-Level (enrolled into universities with APEX and UIA standards) – 12 points (B grade for three subjects)
  • International Baccaulaureate (IB) [enrolled into universities with APEX and UIA standards] - 37 points

Second-year students and higher

  • Pursuing critical courses (medicine, dentistry and pharmacy) – CGPA 3.50

    * Students who are studying the critical courses above at the degree level in IPTA are not bound by the academic
    requirements above.

Ineligible students:

  • did not fulfil general and academic requirements;
  • currently sponsored by the university at the degree and diploma level;
  • currently sponsored by other organisations;
  • students who have already obtained their first degree, postgraduate diploma, or other diplomas offered by agencies;
  • currently second-year diploma students and higher at the second semester 2011/2012 session;
  • currently in education-related courses (example, Bachelor of Science in Education);
  • currently enrolled for Matriculation/ Asasi – Science/ Pre-university/ Alpha/ Foundation;
  • currently enrolled in distance learning and part-time programmes;
  • currently enrolled in cooperation, twinning, double degree, off-campus and distance learning programmes.

Field of Study

Courses offered

  • Critical courses: medicine, dentistry and pharmacy.
  • Important courses: pure science, forestry science, allied health sciences, environmental management science, agricultural science, biotechnology, information technology, science and technology.
  • Professional courses (professional arts): veterinary medical sciences, law, architecture, actuarial science, surveying, land surveying, urban & regional planning and accounting.
  • Other courses (arts): international relations, Islamic studies, political science and economics.

Scholarship Amount

  • This scholarship covers living, books, equipment, thesis, project paper, practical project allowances as well as tuition fees.

    (a) Living: RM6,426 / RM7,560
    (b) Books: RM400
    (c) Equipment: RM50 – RM250
    (d) Project paper: RM150
    (e) IPTA tuition fees: RM966 (UiTM – RM400)
  • Allowances and fees for degree students:

    (a) Living: RM7,140 / RM8,400
    (b) Books: RM600 / RM1,000
    (c) Equipment: RM100 – RM500
    (d) Project paper: RM150
    (e) Thesis: RM300
    (f) Practical project: RM10 a day
    (g) Tuition fees: RM1,100 – RM1,800

  • Tuition fees of IPTS depends on the IPTS itself. This scholarship will fund the tuition fees and the flight cost from penisular Malaysia, Labuan, and East Malaysia which is RM100 – RM1,000 depending on the location of accomodation and university.
